He's going to have to share half the blame here then.

He did, after all, sign for the label. The label pays him, and pays him well.

from what i've been hearing, artists make much more off of touring & merch than they do from album sales. although i'll grant that it might be different for NIN than it is for emerging bands in the first two albums of their career.

and, let's be fair; he did sign a contract, but given what the label did for other artists he couldn't be blamed for expecting them to price his albums the same way, as long as production costs are comparable.

The thing is, he did sign. He might not make most his money there, but he seemed awful happy to take the label's money.

If he was to refund that money, he can do as he pleases with a totally clear conscience.
