that statement is highly dependent on one's preferred driving style. for someone who prefers cammy engines that need to be revved out to perform, you're right, it's not going to work.

however, for a person used to v8-style torque who wants an efficient daily driver that has the characteristics they're used to, it's a very viable solution.

in the case of BMWs, a chip upgrade alone makes an e36 325td put out horsepower numbers that are equal to my (relatively-peaky) e30 325iS, at lower rpm, with much more area under the curve- with proper gearing, a chipped e36 turbo-diesel would spank my 'iS up to about 80mph and get better mileage at the same time.
